In conjunction with this basal move, the city edge was extended south while the natural island was pulled back and allowed to return to its transitory state. Each ‘runway’ was then re-conceived as a reflection of the two opposing sides: a ‘natural’ runway was established to the north which gradually descended into the water and hosted community gardens; while a ‘cultural’ runway was constructed in the south which rose into the air and hosted a series of cultural institutions. Finally, to both serve a need and stimulate the dynamic qualities of the Harbour, at the hinge point where the two runways met, a large terminus for float planes and ferries was proposed.
